Former Deputy Director of Military Intelligence Reveals Foreign Coordination in Appointing Heads of Bulgarian Security Services

The heads of services are appointed on the proposal of the government by presidential decree. This is what former Deputy Director of Military Intelligence Ivan Penkov said in the program “More of the Day” on BNT.

According to him, in many cases these appointments are coordinated with foreign services and foreign embassies.

“Of course, the leaked record has to be believed because that kind of coordination is done in our practice of appointing chiefs of security services – for internal security and for external security. It goes in a different way, but it’s done through the ambassador or through the resident of the intelligence service of this embassy,” said Penkov.

He added that he was only surprised that the agreement was made before the cabinet was formed and without confidence that it would be formed. He defined the practice of reconciliation as good and does not share the opinions of the opposition, which speaks of national betrayal. He recalled that such coordination was absolutely mandatory during the Warsaw Pact.

Penkov specified that “the appointment of the chiefs of intelligence, of the current DAR, and before that of the National Intelligence and Military Intelligence Agency, and at a time when Bulgaria was not a member of the Alliance – between 2000 and 2010, such agreements were made.”

He stated that the correct term is familiarizing the respective embassy with the idea of ​​who should head a given office. Accordingly, the decision remains with Bulgaria, it is only possible for them to say that the respective candidate is suitable or unsuitable, Ivan Penkov pointed out.
