Mario Ponce told the Government that “laws are made in the Assembly.” Again, the Executive held a parallel meeting at the San Rafael hospital. Ponce called a plenary session at 2:00 p.m. to enter the Executive’s request for another declaration of emergency.
For the second day, the deputies of the Political Commission of the Assembly met this morning waiting for government officials to attend to discuss the ruling of the Constitutional Chamber that ordered them to agree to design a new emergency and quarantine law
However, the delegates did not arrive and, far from that, the president of the Assembly, Mario Ponce, of the PCN, explained that the Government had sent them until today at 7:15 a.m. the invitation to always meet in the hospital San Rafael. In fact, the Government again held a parallel meeting in that hospital without the presence of deputies.
Ponce called an extraordinary plenary session for 2 in the afternoon to enter the Executive’s requests, among these another declaration of a state of emergency.

On Tuesday, the Government lost one of the four days that the Chamber gave as the deadline to prepare a new law by ignoring the invitation of Congress and, instead, summoning the deputies in said hospital.
“The Governing Bodies have their own working role. Laws are made in the Assembly and we cannot be moving to another place. It is not like this. The laws, I reiterate, are made in the legislative chamber “Ponce explained.
He also reported that yesterday the Government sent them two bills, one for the pandemic emergency and the other for the rains. These have already been made known to the rest of the deputies so that they can study them and give them income this very day.
Deputy Rodolfo Parker of the PDC expressed that of the projects sent to the Assembly by the Government, instead of taking sanitary norms for economic opening, he has sent a request for an emergency declaration asking for another 15 days of quarantine.

When entering the discussion, the deputies criticized that the Executive instead of appearing to discuss with them a new health law that contains all the provisions that the Constitutional Chamber ordered to prevent and contain the virus.
Some deputies even suggested holding video conferences to meet with the representatives of the Executive.
The ARENA fraction chief, Carlos Reyes, explained that the government insists on maintaining an emergency declaration to continue making purchases without further control on the basis that there is a pandemic. He added that the bill sent yesterday by the Government does not contain any sanitary measures. to gradually open up the economy from the country.
Government wants more quarantine time

The Government revealed yesterday its intention to extend the quarantine for 15 more days, that it would do so by means of a new decree that it intends to present to the deputies for their approval.

With the new decree that the Executive intends to promote, the opening of businesses in a staggered manner for next week would no longer be the case but for a longer period.

Ponce said that the government project only raises the emergency to have the possibility of making direct purchases and that it does not include any sanitary measure as mandated by the Constitutional Chamber.
To ease the impasse a little, Parker proposed that the United Nations (UN) and Cardinal Gregorio Rosa Chávez be invited to serve as a neutral point to make way for healthier talks.
The deputies also discussed that they must give entry to the emergency bills that the government sent them to proceed with their debate. The deputy René Portillo Cuadra, of ARENA, explained that if that was what the Executive sent, it must be taken, that is his concrete proposal and take it as one more initiative to discuss.
For that matter, an extraordinary plenary was convened for that purpose this afternoon.

In addition, Bukele mockingly referred to lawmakers, stating that they previously chose where the meeting would be: “Last time we invited you to the Presidential House and they did not want to come.
