In 2023, the capital’s courts made more than 1,400 decisions to send citizens to labor treatment centers, the state agency Minsk-News was informed about this by the Minsk prosecutor’s office. And they clarified under what conditions this is possible: placement in a medical treatment facility is provided not only for chronic alcoholics, there are several other reasons and circumstances.
It often happens that drinking alcohol is a problem not only for the person who drinks, but also for those around him. And if a drunkard commits offenses, does not fulfill his obligations to the state and generally ruins the lives of others, he may be sent to a labor treatment center.
Therapeutic and labor dispensary (LTP) is an organization that is part of the system of internal affairs bodies of the Republic of Belarus, created for forced isolation and medical and social readaptation with the mandatory involvement of citizens with chronic alcoholism, drug addiction or substance abuse.
“First of all, citizens who are sick with chronic alcoholism, brought to administrative responsibility within a year three or more times for committing offenses while intoxicated, and in the next 12 months after the announcement by the internal affairs body of a warning who again violated the law while intoxicated can be sent to the LTP “, – noted Prosecutor of the Department for Supervision of Compliance with the Law of Court Decisions in Civil Cases of the Minsk Prosecutor’s Office Marina Lis.
According to the prosecutor, citizens are also sent there who are obliged to reimburse the expenses spent by the state on the maintenance of children on state support, who during the year twice committed violations of labor discipline due to alcohol consumption and over the next 12 months after a warning from the internal affairs body again committed similar violation.
According to the law, able-bodied non-working citizens are also subject to referral to medical treatment facilities. Namely, those who lead an antisocial lifestyle, Lis clarified:
“If within a year after two or more administrative penalties for committing an offense while intoxicated and after a warning from the internal affairs body, they are again convicted of an unlawful act committed while intoxicated.”
The agency’s interlocutor noted that sending citizens to a labor treatment center is not a punishment. That this is, first of all, a preventive measure aimed at overcoming addiction and preventing people suffering from chronic alcoholism from committing illegal acts.
