Lhe transitional government needs more than 600 billion FCFA to sow arable land, buy seeds, fertilizers and tractors, build boreholes, mobilize technical personnel…to make food sovereignty real in Burkina Faso. In its war against “hunger”, the Burkinabè State must mobilize 592 billion FCFA to support the agropastoral and fisheries offensive 2023-2025 and more than 22 billion FCFA to support the Presidential Initiative for Agricultural Production (IPPA) 2023- 2024. To achieve food self-sufficiency, the transitional government is counting on the support of technical and financial partners (PTF), through budgetary support and donations. In addition, given the fact that the agropastoral sector is promising in terms of job creation and national wealth, the assistance of the private sector is requested.
78.43 billion FCFA in 2021, compared to 77.77 billion FCFA in 2022
The only problem in this conquest of food sovereignty is unfortunately the weak support from the State itself in terms of budgetary allocation. And it was the Minister of Agriculture, Animal and Fisheries Resources, Commander Ismaël Sombié, who made this confession to the deputies of the Finance and Budget Commission (COMFIB) of the Transitional Legislative Assembly (ALT). He says he wants proof that from 2020 to 2023, the budget allocated to the agro-silvo-pastoral sector did not live up to expectations. In front of elected officials, the minister said he was “sorry” to note that despite the government’s great ambitions to wrest its food sovereignty, the budgetary allocation is in clear decline compared to previous years. On this, he invited the representatives of the people to increase the budget for the agropastoral sector for the year 2024 and beyond. But first, he recalled that with regard to the situation of budget execution of the ministry, it appears that the budget allocated in 2021 was 78.43 billion FCFA, compared to 77.77 billion in 2022. As of December 31, these budgets were implemented at 87.12% for the year 2021 and 86.99% for the year 2022. Regarding the current year, the budget execution rate is 74 % as of October 31, for a budget of 78.54 billion FCFA. “The minister noted that the budget allocated to the department is stagnant, with a downward trend, which, according to him, is in contradiction with the need to ensure food self-sufficiency for the populations and to move towards export, in order to create wealth. In order to change the paradigm, the minister wanted a break with this stagnation and this downward trend to move towards an upward trend to increase results. Taking advantage of the opportunity, the minister recalled that in 2024, the government intended to significantly and substantially increase agropastoral and fishery production.

Achieving this food sovereignty requires the 2023-2025 agropastoral and fisheries offensive. The increase in the budget will allow the purchase of approximately 33,000 tonnes of fertilizer and 5,628 tonnes of seeds available to producers, 176,314 tonnes of food for vulnerable people, 8,000 liters of phytosanitary products and 1,500 hectares of area to be irrigated. Samandéni. Vaccines for animals and reproductive core kits are also planned for the reconstitution of the herd strongly affected by the security crisis. As a reminder, this food sovereignty is a stated political will of the President of the Transition, Captain Ibrahim Traoré. This is, moreover, the main mission assigned to the Ministry of Agriculture, Animal and Fisheries Resources. According to Commander Ismaël Sombié, minister in charge of agriculture, nearly 80% of the active population makes a living from the agricultural sector in Burkina Faso.

22 billion FCFA to support the Presidential Initiative for Agricultural Production (IPPA) 2023-2024
L’The objective of the Presidential Initiative for Agricultural Production (IPPA) 2023-2024 is to sow 14,000 hectares. The project was estimated at 22 billion FCFA. The main objective of the Initiative is to produce 190,000 tonnes for the first year. For wintering, a minimum of 60,000 tonnes is planned for cereals, 5,000 tonnes for tubers and 5,000 tonnes for protein-oil crops. Production will continue during the off-season for vegetables.

592 billion FCFA to support the offensive agropastoral and fisheries 2023-2025
L’agropastoral and fisheries offensive 2023-2025 aims to enable Burkina Faso to ensure its food sovereignty and the creation of at least 100,000 decent jobs in the agropastoral sector for young people, internally displaced persons (IDPs) and volunteers for the defense of the homeland (VDP). 8 sectors concerned: rice, corn, potatoes, wheat, fish, livestock/meat, poultry and mango. The cost is 592 billion FCFA and will be 46% financed by public resources. The remaining 54% of the budget, equivalent to 317 billion FCFA, will be financed by private resources.o
