FNSEA Farmers’ Demonstration in Dijon: Republicans’ Representative Calls Out Regional Council’s Mismanagement of European Subsidies

The elected representative of the Republicans, sitting in opposition to the regional council of Burgundy-Franche-Comté, comments on the FNSEA farmers’ demonstration which took place this Friday, December 15, in Dijon.

The group of Right of Center and Independent Environmentalists met this morning with the delegation of farmers who came to demonstrate under the windows of the Regional Council because of their dissatisfaction with the Region’s disastrous management of the European subsidies to which they are entitled. for their farms.

Farmers express legitimate anger, not because of the transfer of skills or its complexity, but because of the inaction of the Region to face the challenge of processing the files left by the State.

Previously, the Departmental Territorial Directorates (DDT) were responsible for processing files in each department. Although this system was imperfect, it had the advantage of proximity. This relatively efficient mode of operation has been maintained in the Auvergne Rhône-Alpes Region and the Centre-Val de Loire Region. However, in our Burgundy Franche-Comté region, due to an obsolete rivalry between two metropolises, state civil servants were offered positions in Dijon and Besançon. This is a centralizing reflex on the part of a Region which ardently demands more decentralization.

The result of this operation is that only 11 transfers out of 34 positions between the State and the Region have been made, and currently 18 positions remain vacant. This translates into 600 files awaiting payment.

Our group requests that the Region decentralize its examination of FEADER files so that it is as close as possible to the field, that it also enter into contracts with the departmental chambers of agriculture to ensure precise monitoring of the completeness of the files submitted in order to minimize instruction times.

On the other hand, the wolf question remains a constant concern in our rural territories, and consideration by the Regional Council is demanded by the agricultural world. It is urgent that a specific session takes place within the Assembly of our institution, and our group is requesting that it be held.

More than ever, the men and women who work the land of our beautiful region must be considered and listened to. Their anger never emerges without reason, it is time for the majority on the left to show humility and listen.
