At its meeting on Tuesday, October 20, the Cabinet of Ministers supported the transfer of Artis Lapiņš, Director of the Legal Department of the Ministry of Finance (MoF), to the position of Head of the Procurement Monitoring Bureau (PMB).

Lapiņš will start working under the leadership of the PMB on November 2.

The Minister of Finance Jānis Reirs (“Jaunā Vienotība”) previously stated that it has evaluated Lapiņš’s professional experience and considers it useful to transfer to the post of head of the PMB. Lapin’s consent to be transferred to the management of the PMB has also been received.

The Ministry of Finance informed that Lapiņš has an education corresponding to the position of the head of the PMB – a master’s degree in law, professional experience and knowledge in the field of public procurement regulation. The knowledge was acquired both by working in the Methodology Department of the PMB and in the Legal Department of the Ministry of Finance, whose functions include policy development in the field of public procurement.

Until October 1, Lapiņš also performed the duties of the Deputy Head of the Provisional Administration of Riga City Municipality. He also previously worked in the Ministry of Environmental Protection and Regional Development, heading the Investment Monitoring Department.

CONTEXT:

In mid-September, the Ministry of Finance announced that the management of the Ministry of Economics (MoE) had made an offer to Dace Gaile, the long-term head of the PMB, to take over the position of the head of the administration of the ministryadopted by the Head of the PMB. FM also agrees to this rotation.

Gaile previously told LETA that she had worked for the PMB for 19 years, the last nine of which were as the head of the institution. She has decided to become the head of the EM administration to take on the new challenges. It is planned that Gaile will leave the position of head of the PMB on October 9, but will take up the position of head of the MoE administration on October 12.

The FM indicated that it would initially look for the next head of the PMB in its department.
