This integrated approach is to be achieved nationwide through the use of the most modern information and communication technologies in the emergency services and promises to improve preclinical patient care while at the same time conserving resources. “The right path has been taken with the launch of the Niederrhein Telenotarzt project. The telenotarzt is a forward-looking system that ensures medical care for patients with additional, modern technical measures and thus also uses the digital possibilities to improve emergency care. I can only welcome the planned area-wide expansion in NRW,” says Krefeld’s responsible deputy, Cigdem Bern.
This is how the tele-emergency doctor works: The emergency services on duty contact the control center. There, the remote emergency doctor receives the patient’s vital data via real-time transmission. His task is to support and guide the emergency services on site with voice or video contact. The planned tele-emergency doctor region Niederrhein has more than two million inhabitants. The responsible employees of the six municipalities are now working on the concrete elaboration of a joint public law agreement. This involves a large number of questions that are still open, for example the areas of application, locations, qualifications, transmission technology, costs, liability, term and entry into force as well as the notice period. The six partners aim to conclude the public-law agreement this year.

The Aachen Institute for Rescue Medicine & Civil Security (ARS) accompanies you in the implementation. The state of North Rhine-Westphalia is a nationwide pioneer in tele-emergency medical care. The city of Aachen has had the only tele-emergency doctor center in regular operation in the state since 2014. The tele-emergency doctor system is currently being set up in other regions. In all cases, the implementation and coordination process will take several more years. The costly technical upgrade in the rescue equipment and in the control centers alone will pose a major challenge for all rescue service providers involved. The aim is to expand the tele-emergency doctor system nationwide by 2025. The state of North Rhine-Westphalia has set up a steering group for this purpose.
