Financing Agreement for Northern Section of Line 3 of Seville Metro in 2023 Budget

The General State Budget (PGE) for 2023, which is currently being negotiated, will have an item of 21 million euros to finance the first works on the northern section of line 3 of the Seville Metro, whose cost is 1,045 million euros to unite Pino Montano with the Prado de San Sebastián. The 21 million correspond to the first annuity of the Government of Spain included in the financing agreement that the Junta de Andalucía and the Ministry of Transport must still sign to pay equally (50% each) for this “essential infrastructure for Seville”.

This was announced in statements to the media by the Minister of Finance and Public Function, María Jesús Montero, in an act in the Alcázar of Seville and in the presence of the mayor of the city, the socialist Antonio Muñoz, a meeting in which he assured In addition, that the financing agreement already has “all the political congratulations of the two administrations.” According to the terms provided by Montero, “well before December” the financial commitment could be initialed with line 3, which is waiting for the legal services of the Board and the State to give it the go-ahead.

However, the head of the Treasury has indicated that this signature “is not an obstacle for the works to be tendered” now, because “the financing commitment, I insist, is perfectly established”, while recalling that “the Government of Spain has taken a step forward so that line 3 can really be built. “We have committed to financing 50% of a work that will cost the Government of Spain 630 million euros,” he added, despite the fact that the “competent” administration in this matter is the Junta de Andalucía.

“When the Board says, we will sign it”, the minister has sentenced, who has made the Government of Juanma Moreno ugly that it seeks “confrontation” and “an excuse” to “again make a profit”. “From minute one – Montero stated – we have said that we were going to contribute without being our competition.” “This is not a delaying strategy on the part of an administration that has contributed to Seville having Metro line 3”, pointed out the minister, who regretted that this provision “has not been thanked by the Board” that, in his opinion, “probably he would not have done this work without the participation of the Government of Spain”. “It gives the impression that the intention of the planned Junta was to confront and here the Government of Spain will not be found”, she added..

For her part, the Development Minister of the Junta de Andalucía, Marifran Carazo, has expressed her satisfaction with the allocation of this budget item but has also indicated that “It is urgent to sign the agreement as soon as possible to guarantee its construction and to be able to continue bidding the works promoted by the Junta de Andalucía, as we have done with the first section of this important project that the Junta de Andalucía is assuming”.
