Financial Challenges in Burggen Municipality: Supplementary Budget and Loan Required

The municipality of Burggen recently had to pass a supplementary budget: This became necessary because a large amount of income that had been expected in the property budget was no longer available. And the community now has to take out a loan to do this.

Burggen – Marie Burg, treasurer of the Bernbeuren administrative community, came to the most recent local council meeting in Burggen to bring the councilors up to date. “The financial hole that is opening up in the wealth budget has nothing to do with the fact that we have made more investments,” she explained. Rather, it is the case that more figures are available towards the end of the year than at the time of the budget, which was approved in June.

At that time, the remaining amount of funding for the village community center was still expected on the income side – at least 660,000 euros. However, this sum will no longer be paid out this year because the completion of the house is repeatedly delayed and therefore not all of the invoices and documents needed to access the funding are still available. “This income position will be postponed until next year,” explained Burg.

Just money from two plots

According to Burg, one item in the planned income from land sales is also being postponed to 2024: “In the original plan, the sale of all four parcels in the “Bierenhalde” development area was planned for a sum of 335,000 euros.” But only the proceeds from two parcels are in the municipal coffers arrived so far. The outstanding 175,000 euros will also only be included in the income side next year.

And there are two more shifts, but these are on the expenditure side. The connections to the local heating network can no longer be completed this year, so the budgetary expenditure for the heating conversion in the fire station and Roather house (a total of 60,000 euros) will not be needed in the current year. These, like the planned income from funding (17,000 euros), fall into the 2024 financial year.

Delay in the new tank fire truck

This is also where the first part of the expenditure for the new fire engine goes. The plan was to finance the chassis this year and the structure next year. But because the chassis will no longer be delivered this year, the costs of 460,000 euros will be postponed until the new year. The expected grant of 77,000 euros will not come until 2025.

The asset budget with income and expenses therefore increases from 2.7 to 3.1 million euros. “Despite all the savings options, balancing the budget for this year can only be achieved by taking out another loan,” said the treasurer. The “bridging loan” is worth 400,000 euros and is to be repaid in full immediately after the funding for the village community center has been paid out.
