Financial and Economic Expert Predicts Replacement of Banque du Liban Governor and Potential Banking Reforms

Financial and economic expert, Dr. Anis Abu Diab, considered that “it is clear that the First Deputy Governor, Wassim Mansouri, will replace the Governor of the Banque du Liban, Riad Salameh,” whose term ends next July 31, “according to the Monetary and Credit Law, which explicitly states that the First Deputy Governor will take over in his absence.” “.

In an interview with the electronic newspaper “al-Anbaa” today, Friday, he pointed out that “there is a disagreement about Circulars 15 and 151 and another disagreement about the feasibility of a banking platform,” pointing to “the possibility of issuing a new amendment to Circular 151, on the basis of which banks give the dollar at a price of 15 thousand pounds, with the possibility of raising the amount.” to 30 or 45 thousand. As for the other circular, some amendments were made regarding it, and it stipulated that the depositor be given 400 dollars in “fresh” and 400 dollars in Lebanese currency at a price of 15 thousand pounds per dollar.

He added, “The amendment that took place allows giving the depositor 400 US dollars without giving him 400 dollars in Lebanese, and thus the hierarchy has reduced the rate of deduction from people’s deposits, and this indicates that Mansouri is determined to take over the governance of the Central Bank.”

And he expected that “Mansouri will continue to implement the two aforementioned circulars until the end of September to avoid harming the tourist season, which may witness a remarkable boom.” regularity of the work of the institutions.

Abu Diab concluded, “Restoring Lebanon’s growth and orderliness requires reforms, which the International Monetary Fund stresses in the agreement signed with the Lebanese government on April 7, 2022.”
