Finally, incentives for low-polluting cars

On Monday 16 May the new incentives for the purchase of electric cars or cars with low emissions of polluting gases will come into force, a measure that has been awaited for weeks and which had suffered several delays. The publication is expected on the Official Journal of tomorrow, as they have confirmed all’ANSA some sources from the Ministry for Economic Development: dealers will be able to start with bookings, which can then be indicated on a dedicated platform starting from 25 May. Sales contracts signed from Monday 16 May will therefore be valid, but uploaded at a later time.

The decree on incentives was signed by the Prime Minister, Mario Draghi on 6 April, but it then took more than a month to get everything ready, with protests from dealers waiting to organize sales for 2022. In April deliveries of new cars decreased by about one third compared to the same month of the previous year, also due to the raw materials crisis which led to numerous slowdowns in production.

The government has made available to the initiative 650 million euros per year from 2022 to 2024, with incentives ranging from 2 thousand to 5 thousand euros depending on the models and types and quantities of pollutants that are produced with their use.

Three bands have been identified on the basis of carbon dioxide emissions (CO2), one of the main greenhouse gases responsible for climate change (and largely produced by human activities): low-consumption electric, hybrid and petrol / diesel cars.

Electric
The most consistent incentives are reserved for the purchase of fully electric cars (emission range 0-20 grams of CO2 per kilometer), the purchase price of which is less than 35 thousand euros excluding VAT. The incentives in this case are 3 thousand euros to which another 2 thousand can be added in the case of the scrapping of a vehicle with an engine of less than 5 euros.

Hybrid
For hybrid vehicles (emission range 21-60 grams of CO2 per kilometer) and with a price of up to 45 thousand euros excluding VAT, an incentive of 2 thousand euros can be obtained, to which another 2 thousand is added if a vehicle is scrapped.

Petrol / diesel
Finally, there are also incentives for the purchase of cars with petrol / diesel engines as long as their emissions are in the 61-135 grams of CO range.2 per kilometer; some types of hybrid cars also fall into the category. The incentive is provided for vehicles that do not cost more than 35 thousand euros excluding VAT and provides a discount of 2 thousand euros, but only in the case of scrapping another vehicle.

Motorcycles and mopeds
The incentives also apply to electric and hybrid motorcycles and mopeds. In this case, a contribution of 30 per cent of the purchase price is envisaged, up to a maximum of 3 thousand euros; the incentive rises to 40 percent in the event that an equivalent vehicle is scrapped in the classes between Euro 0 and Euro 3. For motorcycles and mopeds with normal and new heat engines, a 5 percent discount is provided by the seller, a incentive equal to 40 percent of the purchase price and up to 2,500 euros with scrapping.

Commercial vehicles
The new incentives are intended for individuals, although some exceptions have been made, for example for car-sharing companies to renew their fleet making it less polluting. However, the government has foreseen some incentives even for commercial vehicles, as long as they are fully electric.
