The Council of Ministers yesterday approved the processing of the new General Telecommunications Law, one of the reforms agreed with the European Union for the disbursement of European funds that, among other measures, enables the citizen alert system.
The text makes it possible to create a public alert system and will allow 112 to use the location of mobile phones to better determine the geolocation of calls.
In addition, the new text renews the concept of universal service with the elimination of phone booths and directories, and the introduction of broadband as part of universal service.
Although the law has to be developed in different regulations to determine, for example, the connection speed, the service must allow it to fulfill a series of functions such as using search engines or looking for employment and must be offered by all operators.
Among other provisions aimed at the user, the transparency of contracts is reinforced, their duration is limited to 24 months and service packages are regulated for the first time, while expanding rights in the field of mobile portability.
Thus, it will be possible to keep the balance of a prepaid mobile phone if the operator changes, and the accessibility of people with functional diversity to contracts is regulated.
