FIFA wants the video review in the VAR to be applied in the same way in all competitions, since it assumes direct responsibility for the video arbitration system, which remains in the experimental phase for two years.
The world governing body of football, however, has taken on the role of supporting the organizers of each competition in the implementation of the VAR since July 1. Pierluigi Collina, the former Italian World Cup referee and chairman of the FIFA Referees Committee, told Reuters the move was a “natural transition.”
“IFAB as an organization has a duty to govern the laws of football, including the VAR, protocol and regulations. Once the laws of the game are established, the IFAB’s work ends, “he said.
“It is then FIFA’s responsibility to educate referees around the world by supporting all member associations,” as there have been some variations in the use of VARs in different competitions and national leagues.
“Another responsibility of FIFA is to have the laws of the game implemented around the world in the same way, there can be no different implementation of the laws of the game on different continents or countries. Our responsibility is to ensure that football is played the same way around the world. Can you imagine in an international competition of teams that are used to having different interpretations of the laws of the game in their national league? To say that VAR should be used in the same way throughout the world is obvious. Of course, there may be some slight differences, but the overall implementation should be the same, “he said.
For example, the Premier League has not used the VAR to verify off-line intrusion by goalkeepers on penalties even though that element is part of the protocol.
