Fierce scandal in the National Assembly! Another fierce clash and severe accusations because of … BLITZ TV

Violent scandals, lasting more than 2 hours, marked the debates on the amendments to the Investment Promotion Act, which transferred the Bulgarian Development Bank and the Investment Agency from the Ministry of Economy to the Ministry of Innovation and Growth with Principal Daniel Lorer.

GERB accused the ruling party of introducing a bill in violation of the regulations, without it being coordinated with the Council of Ministers and without passing a public discussion.

The opposition was also outraged that the transitional and final provisions contain texts regulating investment citizenship, although the government is introducing another bill in the National Assembly amending the Bulgarian Citizenship Law, which removes so-called “golden passports”.

The majority said that there was no need for a public discussion of a technical law, with only one point, which aims to supplement the structural changes adopted by the parliament to divide the Ministry of Economy into two separate ministries.

For the first time, the Speaker of the Parliament Nikola Minchev took the floor of an MP on the grounds that he did not speak on the topic. This happened during a speech by Desislava Trifonova from GERB. His action provoked an exchange of sharp remarks between GERB and the majority parties. The chairman of the GERB-UDF parliamentary group Desislava Atanasova warned the speaker of the parliament not to exceed her powers, informs BNT.

The left countered that GERB deputies are displacing the debates. An exchange of sharp remarks followed. Due to the exhaustion of the time for the speech of the GERB parliamentary group, the debates were stopped.

In the ensuing vote, the bill was passed in first reading. A second vote followed. GERB was asked to re-vote, saying there was no quorum, forcing the speaker to take a break. After the resumption of the meeting and verification of the quorum, the scandals continued due to the request for a third vote.

The opposition accused the ruling party of violating the rules, according to which a bill not passed in a second vote cannot be voted on a third time, but must take at least 3 months before it is re-introduced in plenary.

The MRF proposed to move to the next item on the agenda so as not to violate the constitution, and GERB proposed to discuss the case of a presidential council.

The chairman of the meeting announced a break and convened a council of presidents to find a way out of the case.

After a break and a council of presidents, where the scandals continued, the meeting was resumed and the bill was put to a new vote and passed on second reading, bringing BDB and the Investment Agency to Daniel Laurer’s ministry.
