If no unforeseen circumstances arise, the stadium in Votanikos will be delivered at the end of 2026
The complex project of the “Double Redevelopment”, which includes, among other things, the construction of a football field in Votanikos for Panathinaikos, has dragged on for almost two decades. The project has now entered the final stretch, as, as announced by the Municipality of Athens, the building permit for the construction of the stadium has been issued, which is expected to change the course of the history of the “trefoil”.
The first permit for the construction of the stadium was issued in October 2009 and was revised by the city planning, so the project is moving to the next stage. This includes the foundation and completion of the facility in order to deliver it for use in the green PAE. The consortium of GEK TERNA, AKTOR and Mytileneos will start the construction of the stadium as soon as the plot of the “Double Redevelopment” is completely cleared, which is estimated to happen within September. Barring something unforeseen, then the first concrete will fall next month and the delivery of the arena will take place in 18 months. The stadium, based on the schedule, is expected to be operational at the end of 2026.
The world of Panathinaikos is cautious to a certain extent
skeptical about the stadium in Votanikos, as it has been said several times in the past that the project is entering its final stretch. However, the review of the building permit is a very important development and in addition, funding for the project has been secured from the Public Investment Programme. There is practically no other obstacle to solving the home club!
The Municipality of Athens announced that the following actions were taken to issue the permit:
• All the arbitrary constructions that existed within the plots owned by the Municipality of Athens were demolished.
• The necessary spatial changes required for the issuance of the license proceeded.
• The demolition permit for the Avenue stadium was issued, a prerequisite for the issuance
of the license of the new stadium. It is clarified that this license based on the current legislation and the mandates of the DP governing the “Double regeneration” has a duration of 20 years and will remain inactive until the completion of the construction of the new field in Botanikos as well as the sports facilities of Arashitechnis.
• Road elevation studies were implemented and approved by the competent ministry.
• Finally, the necessary approvals from archeology, the Central Council of Architecture and the General Secretariat of Sports were obtained, while the approval of the stadium’s environmental conditions was renewed. At the same time, for the implementation of the overall project of the “Double regeneration”:
• The financing of 115 million euros for the construction of the stadium was secured, with its approval by the Ministry of the Interior on June 20, 2024.
• The municipal council approved the request to the government to speed up the expropriations by activating the procedures no. 7A of the KAAA through an act of the cabinet.
• Supplementary financing of 6.8 million euros was secured and the ground clearance of the stadium pit is underway, so that in a few weeks the first stones will be laid on the stadium’s foundations.
• The contracting of the two projects in the wider area of Eleonas, infrastructure and greenery, is progressing smoothly, where work will soon begin.
Haris Doukas emphasized in an official statement that the review of the building permit was the culmination of a comprehensive effort, while he characterized the day as historic: “It is a historic day for Panathinaikos and Athens. With the issuance of the building permit for the construction of the new state-of-the-art stadium, a well-coordinated effort is sealed, which ran at an unprecedented pace for the last eight months.”
And PAE Panathinaikos spoke of a historic day, but pointed out in a statement that “we must not forget that the project still has important stages until its implementation. We expect the competent bodies to show the fastest possible reflexes, in order to keep the commitments and to end the many years of waiting for all of us, so that Panathinaikos can enter its new stadium as soon as possible”.
Funding has been secured by the Public Investment Program and practically there is no other obstacle to solving the PAO field
