“What he has expressed was the need for the creation of ASOCAMBIO for the management or administration of these funds that entered institutional stores. Part of this motivation were the same recommendations given by both the Ministry of Justice and the Court of Accounts, where it was established that a board of trustees could be created, that a special fund could be established for that or the creation of an association,” commented Erick. Ferrufino, in statements to the media.

The Penitentiary Law establishes that associations can be created for the operation and management of the good administration of the General Directorate of Penal Centers. Thus, his client explained the history of ASOCAMBIO, since prior to its constitution, other former officials were being subjected to judicial proceedings for the same policy.

In this case, the former Minister of Justice, Mauricio Ramírez Landaverde, is prosecuted, who explained to the press that no witness, expert, document or report supported the first accusations made by the public prosecutor’s office following complaints from officials in 2019. .

“Throughout the process (…) the prosecution has had to continually modify (the crime) by not finding any element to support that we enriched ourselves, diverted, appropriated or stole anything. In the end the case was summarized in that they said, well, what happened here is that the expenses that were incurred were not justified, that is what the case became; However, they have not even tried that,” commented Ramírez Landaverde.

The above, because they managed to demonstrate that all the expenses incurred were for what the law already intended. The institutional funds were directed to the programs of workers deprived of liberty and the needs of the General Directorate of Penal Centers.
