Fès-INDH: Education is at the top of the priorities

It is a celebration of the national initiative for human development (INDH) under the sign of “COVID-19 and Education: Assessment and perspectives to preserve the gains” to commemorate the 16th anniversary of the royal initiative.

Organized this Tuesday by the prefecture of Fez, this day of celebration was held in the presence in particular of the directors of external services, officials of the local authority (heads of circles), the mayor of Fez, the CEO of the IRC, the representatives of political parties and the media. From the outset, Essaïd Zniber, wali of the region, governor of the prefecture of Fez, stressed that “education and preschool are at the top of the priorities of this third phase of the INDH”. The territorial manager did not fail to recall the impact of the coronavirus crisis on education. Hence the implementation of possible measures to be taken within the framework of INDH programs.

“It was a question of mobilizing the members of the prefectural committee of human development, in particular the provincial director of education, and of issuing a set of recommendations emanating from the territorial actors”, explains the wali. Bahae Rami, head of the social action division (DAS) within the wilaya of Fès-Meknes, for his part, presented the report of the achievements of the INDH for the 2019/2020 fiscal years at the level of the prefecture of Fez. This resulted in the completion of some 128 projects during the first two years of the third phase of the INDH.

With a budget amounting to 64.98 million DH, these projects are distributed among the 4 programs. In order, the catching up of deficits in infrastructure and basic services cost 7.44 million dirhams (7 projects). Supporting people in precarious situations required 29,258 MDH (21 projects), while more than 20 million DH was devoted to improving the income and economic inclusion of young people (74 projects). Finally, to ensure the boost of the human capital of the rising generations, 8.158 million DH have been released for 18 projects. This program mainly concerns the axis of support for preschool in rural areas, focusing on preschool education in the fight against school dropout and the overall improvement of the individual’s educational trajectory, the ultimate goal of which is ‘improvement of the national human capital index, by having a positive effect on the average length of schooling.

In this sense, 13 preschool units with 22 classes were created in predominantly rural territorial municipalities, with a budget of 6.55 million DH. “This budget has funded the construction, equipment and operation of these units over two years.

These preschool classes currently have a number of preschool children of 350 students supervised by 22 educators “, specifies Rami.” The various projects carried out during these two years have had a strong impact on the target population to the extent where they were able to benefit a total number of 95,884 beneficiaries “, adds the person in charge of the INDH. And to conclude:” the objective of the presentation of this report is to highlight the efforts undertaken by the various actors, to capitalize on the lessons learned and adopt future actions likely to improve the implementation of INDH programs “.
