February 5 working group: report and proposals for DASEN measures

The DASEN wished to introduce the meeting by setting out the various “national priorities” that it applies in the Val d’Oise. She quickly left the task force. The Val d’Oise is a department in continuous demographic progression of students for many years with a positive staffing of positions. The “split” classes in priority education become “100% success” classes. The DASEN specifies that the numbers can reach 15 students in these “100% success” classes (GS in REP +, CP and CE1 in REP and REP +). GS in PWR do not come under this system. Last new measure: the “GS at 24” applied in the various nursery schools (REP or not). The application of these ministerial instructions on management discharges imply adding 2 days to the 4 annual days for 1-class schools, adding 2 days to the 10 annual days for 2 and 3-class schools, adding 1/4 discharge at the half-discharge from 13 classes (excluding priority education).

It is clear that the positive staffing of 122 positions (120 initial workstations + 2 ULIS device workstations) is a trompe l’oeil as the needs in schools are important from all points of view (little or no RASED, permanent tension on replacement …). The “GS at 24” device makes it possible to avoid class closures but sometimes forces them to increase the number of double-levels by loading the numbers of other kindergarten classes even if the IEN A has recalled the flexibility of application allowing schools to “function”. Thus, many schools reach or exceed the threshold for opening classes (excluding the various “100% success” or GS to 24 devices) but do not open a class!

DASEN presented the measures concerning the other types of posts: ZIL / BD replacements, CPCs, REP / REP + coordinators. To justify the closure of all ZIL positions which are transformed into BD positions (“reassigned to the same school of attachment”), she mentions a search for “better efficiency rate” for the replacement …

If the DSDEN ensures that management in the constituency would be maintained, it is obvious that the objective for the administration is to do away with the various replacement missions and to have a single pool of replacements.

The BD stage classification disappears to become “BD ASH”. Entire CPC positions are opened in the constituencies to put an end to the many coupled half-positions. Full REP / REP + coordo positions are open to assign colleagues “permanently”. The name PDMQDC (additional master) officially disappears, the positions being transformed into traditional assistant positions.

All ZIL, PDMQDC, BD internship colleagues … will have to participate in the movement as “priority” on the new positions. We will communicate more precise information in the coming weeks, in particular on the occasion of the publication of the circular of the intra-departmental movement.

IN CONCRETE ASSESSMENT : no additional replacement position, no RASED position created at this stage! However, the difficulties of replacement in schools (not only in connection with the pandemic) are enormous!

The SNUDI FO also questioned the DASEN on the continuation of the measure of non-closure of class without the agreement of the mayor in municipalities with less than 5,000 inhabitants. Indeed, Secretary of State Nathalie Elimas, speaking on behalf of Minister Blanquer, responds to a Senator on Wednesday February 3 during questions in the Senate: “Since the start of the 2020 school year, no class closure has taken place in municipalities with fewer than 5,000 inhabitants without the mayor’s agreement. There is no reason for this to change. The fine work is underway with all elected in this sense. “ Asked by a journalist after the session, she confirms: We do not close schools or classes in small towns with fewer than 5,000 inhabitants without the mayor’s agreement.

The INE A replies that there is currently no such instruction from the ministry but that the department would obviously apply the measure if it were confirmed. The SNUDI FO challenged the ministry on this issue and is awaiting its return.

The SNUDI FO defended all the school files entrusted to it. The IEN A is committed to providing answers on Tuesday 9 February afternoon on the occasion of the CTSD.
