The police officer in charge of detaining Shin (28), who hit a passerby while driving a Rolls-Royce near Apgujeong Station in Sinsa-dong, Gangnam-gu, Seoul, and then releasing him about 17 hours later was transferred after being disciplined with a pay cut.

According to the police on the 15th, the National Police Agency Disciplinary Committee recently sentenced Inspector A of the Gangnam Police Station, who led the investigation into the so-called ‘Rolls Royce incident’, to a one-month pay cut. Currently, Police Officer A has been transferred to another police station in Seoul. Typically, police disciplinary action is divided into light punishments such as reprimand and salary reduction, and severe punishments such as demotion, suspension, dismissal, and dismissal.

Previously, this incident occurred near Apgujeong Station in Sinsa-dong, Gangnam-gu around 8:10 pm on August 2nd. The perpetrator, Mr. Shin, was driving a Rolls-Royce sports utility vehicle (SUV) and rushed onto the sidewalk, hitting a female passerby in her 20s. The victim fractured both legs, suffered serious injuries to his head and abdomen, fell into a brain-dead state, and died on the 25th of last month, four months later.

On the day of the crime, Mr. Shin was found to have taken the psychotropic drugs midazolam and diazepam at a plastic surgery clinic in Gangnam and got behind the wheel while having difficulty driving. Ketamine was detected in a simple reagent test conducted immediately after the accident, and a detailed examination by the National Institute of Forensic Science revealed a total of seven types of psychotropic drugs.

At that time, Mr. Shin did not take any special action, such as looking at his cell phone, even when passers-by who witnessed the accident rushed to rescue the victim trapped under the car. A few minutes later, they left the scene, leaving the victim alone. Afterwards, the police released Mr. Shin about 17 hours after his arrest, and when this fact became known, some criticized the police response for being complacent.

In relation to this, the police said, “The quick drug test result was positive for ketamine, but during the investigation, the doctor stated to the police that ‘3 days ago, Mr. Shin administered the psychotropic drug ketamine.’” They added, “It was enough time for the drug to disappear, so it was not possible to drive under the influence of drugs.” “We decided that it was not enough to apply for a warrant due to dangerous driving.”

Meanwhile, Mr. Shin was initially arrested and indicted on charges of runaway manslaughter, but the charge was changed to runaway manslaughter as the victim died. His first trial was held on the 6th, and the court plans to proceed with the closing process following the defendant’s interrogation on the 20th.
