Faradouris question to the Commission on uncontrolled cartels and oligopoly in telecommunications – 2024-09-18 17:16:48

A question to the European Commission on cartels and the application of competition rules was submitted by SYRIZA-PS MEP Professor Nikolas Faradouris.

In the question, he points out the fragmentation of the Competition Authorities and the Regulatory Authorities in Greece (Competition Commission, RAE, EETT) and so on. and especially in sectors with an oligopolistic structure such as the Telecommunications sector and others in which unjustifiably high prices are observed, the highest in Europe without substantial controls by the competent authorities.

Subject: Application of competition rules in Greece – Oligopoly conditions in the telecommunications sector

In Greece there is an unprecedented fragmentation in the control and application of competition rules by different Authorities1 with the risk of issuing contradictory decisions, insufficient coordination and piecemeal application in critical sectors.

Especially in the telecommunications sector, checks for violations of competition rules are virtually non-existent, despite the fact that the limited number of providers constitutes a hard monopoly that reflects on the price and quality of services. According to international studies2 and a relevant Commission report3, telecommunication services in Greece cost more than in almost all European countries, while they are also inferior in quality.

The relevant consumer complaints submitted to the Consumer Ombudsman in 2023 reached the highest level in recent years4, while at the last moment the imposition of a readjustment clause was avoided last year by the providers and the National Telecommunications and Posts Commission (EETT), following reactions from the Ombudsman Consumer and Consumer Associations.

The Commission is asked:

Does it consider that the fragmentation of supervisory responsibilities for the application of EU competition rules between different national authorities promotes effective compliance with European law?

Given the absence of substantial controls by the competent national audit authority (EETT), does it intend to intervene, through its competent services, to take effective measures against market cartelization and consumer protection?
