Housing Department staff falsely reported records
In order to prevent public housing from being abused, the Housing Department sent staff to regularly inspect public housing units, but a housing affairs officer of the Housing Department was suspected of using records containing false information to mislead the Housing Department that she had inspected many public housing units and verified the tenants occupancy status. When the Housing Department examined the records, it was discovered that the only resident of a flat in Mandong Estate had passed away, but the Housing Affairs Officer was still able to complete the “home visit” with the other party to expose the incident. The ICAC filed a case the day before yesterday (16th) against the housing officer for violating the Prevention of Bribery Ordinance. The 51-year-old female defendant has been released on bail by the ICAC, pending her plea in the West Kowloon Magistrates’ Court today (18th).
The 51-year-old defendant, Li Biqi, was stationed in Tung Chung Man Tung Estate during the incident. Her responsibilities included handling rental matters, conducting biennial home visits, making surprise inspections of public housing units, verifying and recording the occupancy status of residents to combat the abuse of public housing resources. The defendant alone was responsible for the home visits to Mankanglou in Mandong Village.
The records submitted by the defendant to the Housing Department showed that she had visited more than 380 units in Mankang Building from November 2020 to December 2021. However, when the Housing Department reviewed the records, it was found that the only resident of one of the units had passed away. After receiving the complaint from the Housing Department, the ICAC launched an investigation and found that there were problems with more than 320 records submitted by the defendant. After consulting the Department of Justice, the CCAC charged the defendant with 19 sample charges.
The defendant was charged with 19 counts of agents using documents with intent to deceive their principals, in violation of the Prevention of Bribery Ordinance, and pleaded in West Kowloon Magistrates’ Courts today (18th).
