For people who play the game with mods and want to prevent their entire loadout from breaking as Script Extender should be updated and due to interface changes, interface mods will also be affected.
Optie 1: If you’d like to stop Steam from automatically updating a game, select “Only update this game when I launch it” from the game’s Library page > Properties > Updates.
Option 2: is to make the game’s app manifest file read-only. This will cause the update to fail.
Other options include the -noupdate flag in the launch options, but I have no idea whether this works for Fallout, it varies per game. Or always start Steam in Offline mode for the time being.
Option 1 should work in theory since the game is launched by F4SE. This only checks whether Steam is active and completely bypasses the launcher.
Unfortunately, Steam does not have a decent option to exclude a certain game from updates. So if you want to save your mod load order, I would personally wait a few days before updating so that mods that are still active and F4SE have had a chance to update themselves.
