VALENCIA. (EP) Extremadura, the Balearic Islands and the Canary Islands are for the moment the only autonomies that have decided not to apply the perimeter closure in their territories to limit movements during these days. The last to approve this confinement has been Galicia, while Madrid will close the region only during the two bridges – on November 1 and on November 9 – after having the blessing of the central government.
The perimeter closure is already in force as of this Friday in
the Basque Country, Navarra, Aragon, La Rioja, Asturias, Andalusia, Castilla y León, Castilla-La Mancha, Community of Madrid, Cantabria, Catalonia, Murcia, Ceuta and Melilla and the Valencian Community.
Next Wednesday, the Interterritorial Council of the National Health System will establish the application criteria regarding the effectiveness of the measures adopted by the Autonomous Communities, such as the temporality of the measures to seven days. Meanwhile, the perimeter restriction measures that each region adopts for this weekend will be in force.
At 12 noon this Friday, the situation by Autonomous Communities is as follows:
Andalusia
The president of the Junta de Andalucía, Juanma Moreno, has announced the perimeter closure of the autonomous community from this Friday, October 30 until November 9, with the aim of curbing coronavirus infections.
It also includes the perimeter closure in the provinces of Granada, Jaén and Seville, currently at level four of health alert. Likewise, it will maintain the schedule of the general limitation of night mobility initially set by the Government of Spain for the strip from 23:00 to 6:00.
Aragon
The perimeter confinement in Aragon came into effect this Tuesday and, in principle, will last until November 9. The three provincial capitals -Huesca, Zaragoza and Teruel- were already closed since last week, which is maintained, so that the inhabitants of the rest of the municipalities can move freely within Aragon, but they will not be able to enter or leave the Community except for just cause.
Asturias
In Asturias, the perimeter closure of the autonomous community came into effect this Wednesday. On the other hand, the curfew in the region will be from 00:00 to 06:00.
Baleares
The president of the Balearic Government, Francina Armengol, has ruled out for the moment the perimeter closure of the islands, although measures have been taken such as a night curfew or limitation to 6 people in social gatherings. This Wednesday the perimeter confinement in Manacor began, which will last 15 days.
Canary Islands
The Canary Islands have been excluded from this possible perimeter confinement and from the hourly limitation that is imposed throughout the country and that establishes the restriction of movements between 11 p.m. and 6 a.m., a measure from which the Canary Islands had requested to be exempted by its good epidemiological data.
Castile and Leon
The Chairman of the Board, Alfonso Fernández Mañueco, has announced the perimeter closure of the Community from Friday, October 30, until the end of the “first period” of the state of alarm, on November 9 at 2:00 p.m.
Castilla la Mancha
The president of Castilla-La Mancha, Emiliano García-Page, has joined the measure agreed by Castilla y León to close the region to limit movements.
Cantabria
The Government of Cantabria has decided to close the Autonomous Community from tonight until Monday, November 9, in addition to modifying the school calendar and suspending the non-school week from the 2nd to the 8th to prevent the mobility of families.
Catalonia
The Government will decree this Thursday a perimeter confinement of the municipalities for the weekend, so that there can be no mobility between them, and will close Catalonia so that it is not possible to leave or enter the Catalan territory.
Estremadura
The Extremaduran Executive has indicated that probably in the next Governing Council decisions will have to be made that will affect large population centers. The Minister of Health, José María Vergeles, has ensured that the perimeter isolation has not been effective in any part of Europe although it has been in small towns and has advocated controlling all the factors that may generate “some type of risk”.
Basque Country
The Basque Government, one of the first to request a state of alarm, will limit the entry and exit of people in the territory of Euskadi, as well as the accesses and exits of the municipalities in which the citizens have fixed their residence.
Galicia
The Xunta will order the perimeter closure of all Galician cities, due to the poor evolution of the COVID-19 pandemic, and will restrict meetings only to people living together in these municipalities.
The perimeter closures affect Vigo; A Coruña and Arteixo; Santiago, Ames and Teo; Ferrol, Narón, Fene and Neda; Pontevedra, Poio and Marín; and Lugo (in Ourense the existing limitation is maintained).
The Rioja
The Riojan community announced the perimeter confinement of Logroño and Arnedo, in addition to the closure of the hotel and restaurant industry for a month in these towns. These measures are in addition to the perimeter closure of the region that was decreed from 00:00 on October 23 to 00:00 on November 7 and that the Administrative Litigation Chamber of the TSJR ratified it last Monday.
Navarra
Similar is the case of Navarra, which began the confinement of its territory at 00:00 hours on October 22 and until November 4, whose High Court ratified the provincial order limiting the entry and exit of the Regional Community, except for labor or health reasons, and which also orders the closure of the hotel and restaurant establishments, a measure that this Tuesday has been endorsed by the TSJN.
Murcia
For its part, the Murcian government has agreed to close the perimeter of the entire Region of Murcia and the 45 municipalities of the Community to put a stop to the spread of Covid-19 infections. The measure will take effect at midnight this Thursday, as soon as it is published in the Official Gazette of the Region of Murcia (BORM), and will last for 14 days that may be extended.
Madrid
The president of the Community of Madrid, Isabel Díaz Ayuso, has ordered the closure of autonomy only on the days that correspond to the Puente de Todos los Santos and La Almudena, with the endorsement of the Government, according to regional sources. He has stressed that he will ask again for “dialogue” so that the order can make openings and closings of the autonomous communities more flexible, after having asked the Government to allow him to make the closure for days.
Valencian Community
The president of the Valencian Generalitat, Ximo Puig, has announced this Thursday the perimeter confinement of the Valencian Community from noon this Friday, a measure that is adopted for seven days in which the population will not be able to leave or enter autonomy but it will be able to move between municipalities, regions and provinces.
Ceuta and melilla
The president of the Government of Ceuta, Juan Vivas (PP), announced a decree that will prohibit leaving or entering the autonomous city “except for duly justified cause” during the next two weekends, from October 30 to October 2. November and between the 6th and 8th of the next month. He presumes that it will be necessary to sustain the measure “until mid-December.”
For its part, the Government of the Autonomous City of Melilla has established a curfew from 10 p.m. at night and has restricted travel to the Peninsula, both by boat and by plane, in addition to the closure of food establishments at 21.00 hours.
