Extension, business, workforce: the files of the new president of the Bobigny court


Arrived at his office at 7:30 am, Peimane Ghaleh-Marzban, the new president of the Bobigny judicial tribunal, will not leave before 10 pm. During his marathon days, he barely had time to nibble on a puffed rice pancake for lunch.

Before settling in the chair of the president, since 2017 he was director of judicial services at the Chancellery. He does not discover one of the most busy jurisdictions in France. In his last functions, he was in charge of modernizing the courts and improving the working conditions of staff.

“I was very active in strengthening the staff of the Bobigny court, the creation of a second chamber for immediate appearance hearings and the increase in the staff of the registry”, he specifies.

The work of the century. On the wall of his office, he hung photos a little past the courthouse when it was built in 1987. At the dawn of the expansion of the court, the president admits: “It is an exciting prospect that will allow us to change the image we have of the court. In fact, Bobigny is a real laboratory for innovation. This project will be a central element of the mandate. Few courts will change to this extent over the next few years, ”he explains.

A new building of 15,000 m2 will be built as an extension of the historic site. “It is not an annex but a second tribunal”, he corrects. By 2025, it will house the penal center and the juvenile court, while the old building will be extensively renovated and brought up to standard. With this major challenge: the work will take place on an occupied site. “This drawer operation will require a lot of support work for staff,” he adds. Total budget for the two projects: 120 M €, including 34 M € for the extension.

The constant workforce. The modernization of the Bobigny court should not be done to the detriment of the number of magistrates and clerks. “I’ll make sure they don’t go down. I am there to anticipate and ask for new positions if necessary, ”explains the head of Bobigny. This year was an opportunity to upgrade his posts as magistrates and clerks. Today it has 139 magistrates of the seat; in 2015 they were only 114 and 56 at the prosecution. Thirty-five additional clerks have been recruited. Never seen.

In the most tense sectors, reinforcements are already planned. Four placed magistrates will come to lend a hand to their colleagues: a family affairs judge (JAF) should make it possible to reduce the notice period from 8 to 4 months. Another magistrate will be assigned to the over-indebtedness: “It takes at least two years to see a case heard,” said Maximin Sanson, representative of the Union Syndicale des Magistrates (USM). Two judges will be assigned to corrections.

Fewer backlogs for the second confinement. In May, on leaving the first confinement, Fabienne Klein-Donati, public prosecutor, indicated that 2,000 correctional files were in stock, 450 would be the subject of simplified procedures. Two lockdowns later, the stock still exists. “For the correctional hearing in single judge, a remainder of 1,500 files still awaits”, specifies Peimane Ghaleh-Marzban.

However, during this second sequence, “the court maintained its activity. There was a mobilization of the teams, ”he says. Ten sick magistrates and as many contact cases were replaced at short notice. “There was no cancellation of hearing and that forced us to do a lot of acrobatics”, slips Maximin Sanson, who had to drop his industrial tribunal cases to replace one of his colleagues at the immediate appearance hearing.
