Extended State of Emergency in the National Road Network

Measure was extended by 30 calendar days. New State of Emergency in the National Road Network will come into force from next March 16.

Through Supreme Decree No. 032 – 2023 – PCM, the government of In Boluarte extended the validity for 30 calendar days from the State of emergency on some roads in the National Road Networkwhich are: Panamericana Sur, Panamericana Norte, Carretera Central, Corridor Vial Sur Apurímac – Cusco – Arequipa, and the Corridor Vial Interoceánica Sur.

According to the provision, which was published today in the Legal Norms bulletin of the Official Gazette El Peruanothe extension of State of emergency will come into effect from Next Thursday March 16. In addition, it is indicated that the National Police of Peru (PNP), with the support of the Armed Forces (FFAA.)is in charge of maintaining order in the area.

“Extend the State of Emergency for a term of thirty (30) calendar days, as of March 16, 2023, declared on the following highways of the National Road Network: South Pan-American Highway, North Pan-American Highway, Central Highway, Road Corridor South Apurímac-Cusco-Arequipa, South Interoceanic Road Corridor. The National Police of Peru maintains control of internal order, with the support of the Armed Forces.reads in the text.

In the considerative part, the measure indicates that the extension obeys a recommendation of the General Command of the PNP given the possibility of roadblocks, acts of violence, as well as attacks against the personal integrity of citizens and authorities.

Likewise, the decree indicates that the intervention carried out the PNP and the armed forces. it is carried out in accordance with the provisions of the Legislative Decree that regulates the use of force by police and military agents, approved by Supreme Decree No. 003-2020-DE, respectively; as well as in the “Protocol of joint action of the State for the articulation of services in contexts of detention, detention and police intervention for women and people in vulnerable conditions”.

It should be noted that this is the second time that the administration of Boluarte decides to extend the validity of the State of Emergency in the National Road Network. The first extension was decreed on February 14.
