“It’s disruptive compared to all the construction projects we know. » Skander and Angelina, a young couple in their thirties, are looking to acquire their first property in Bagneux (Hauts-de-Seine), where they have been renting for a year.
Among all the brochures and projects on plans studied, they settled on a participatory housing project planned for 2027, at the crossroads of the city center and the green belt. A first for the municipality, which is part of a larger program from the Brémond/Lamotte group of developers, winner of the first call for projects Let’s Invent the Metropolis of Greater Paris.
The idea of participatory housing is to involve future residents from the first phases of development. An investment of time, which requires serious study if you wish to commit to it. Like this couple, a little less than thirty households registered for the first information meeting on the participatory housing building planned on rue Blanchard.
Owners involved from the choice of the architect
“Today, there is no housing, no plan, we are on a blank page,” immediately announces Rabia Enckell, from the Courtoisie Urbaine agency, who will support the collective of future residents, to ensure make your audience understand what is at stake.
Future buyers will in fact be involved in the choice of the architect, the design of common and exterior spaces, the configuration of the apartments or even the development of rules for collective living. In summary, it is the future occupants who together imagine their building, the layout of the apartments, the common spaces and the layout of the apartment they want to live in.
They can, for example, share a laundry room, a guest bedroom, a living room, a terrace, a garden, while having their own apartment. “You each live in your own home, obviously, it’s not the kolkhoz, but sharing certain spaces,” explains Rabia Enckell.
“What’s interesting is to create a bond with your neighbors from the start”
Truly motivated people will meet approximately every six weeks and will be trained by the agency and the promoter on specific themes. “What is interesting is to create links with your neighbors from the start, even before the construction phase. It strengthens relationships much more than buying off plan and it can help ensure that life in a co-ownership goes well, with people we have gotten to know,” enthuse Skander and Angelina.
On the other hand, the length of the calendar leaves them perplexed. The choice of architect cannot be made before 2024 with a view to submitting a building permit in 2025, starting construction in 2026, for a planned move in 2027. “That’s really what’s scary,” admit they.
In terms of cost, you should not expect a price lower than the standard real estate market. The price per m² is controlled for only some of the 20 housing units, of the order of 5,000 euros/m² without parking, as provided for in the city’s real estate construction charter.
An extending calendar
And here again, the calendar raises questions. “Participatory housing is very interesting but one of the problems we have is the duration,” remarked a participant during the meeting. The bank’s estimate of interest rates in 2024 will not be the same as in 2026. What will happen if there is an increase? »
“It is certain that we do not have a crystal ball and that the rise in interest rates is beyond our control. The only advice I can give you is to give yourself room to maneuver,” replies Marin Trihan, from the Lamotte group.
A first workshop will take place in November with interested families. Skander and Angelina intend to register there. “We also need to know the other future residents, see if it fits. This is also what will guide us. »
Another Balnéolaise is already sure to register. “We are preaching a conviction, I already had the idea of launching into an SCI with friends,” smiles Carole. It’s this idea of intergenerational that interests me a lot and with the developer, it’s more secure than starting a project alone. » In Hauts-de-Seine, another participatory housing project launched in 2019 should be delivered to Nanterre between February and March.
