Cyber practitioners and experts who are members of the Indonesian Internet Governance Forum (ID-IGF) propose five improvements to application management CareProtect to the government.
“ID-IGF’s multiple stakeholders participated in discussing and analyzing PeduliLindung’s performance from July 2021 to September 2021 through WhatsApp Group ID-IGF and online meetings via Zoom,” said MAG Coordinator, Indonesian Internet Governance Forum (ID-IGF) , Mariam F. Barata, in a press statement received on Wednesday (8/9).
The forum stated that it found a number of problems in the PeduliLindung application. First, they considered Care to Protect to be mandatory but not on the list of official Electronic System Operators (PSE) registered with the Ministry of Communication and Information (Kominfo).
That way the experts recommend a solution to immediately register PeduliLindung as PSE, so that its status is legal and reliable. The relevant institutions that should register with the official PSE are PT Telkom and the Ministry of Communication and Information.
Second, the mandatory use of PeduliLindung for all residents in Indonesia according to ID-IGF creates discrimination in the rights of the Indonesian people to receive public services. This is because smartphone penetration in Indonesia has only reached 58 percent of the population, so there are 42 percent of people who cannot download PeduliLindungi even though they have been vaccinated.
In this way, IGF proposes to add a PeduliLindung implementation process to support people who do not have smart phones to continue their activities. So, in every public place provided a terminal check-in manually by inputting the Population Identification Number (NIK) via the service dashboard connected to the PeduliLindung application.
“Another input alternative is with an RFID reader to tap the Electronic ID card chip or by scanning the QR Code of the vaccine card,” he said.
In this way, the general public only needs to bring a vaccine card or e-KTP to be scanned by officers in public areas. Meanwhile, residents who cannot be vaccinated and have recovered from Covid-19 only need to bring a doctor’s certificate to access public services.
