The military expert expressed this idea in the context of his statement that absolutely everyone without exception should serve in Ukraine during the war.

An officer of the Armed Forces of Ukraine expressed his opinion on which Ukrainians could be exempted from mobilization: “My personal position is firm and very clear, and perhaps even categorical: everyone should serve. The only exception should be those who actually have health problems, but only real health problems. A person in a wheelchair or without a leg can carry out staff work absolutely calmly.”
After this, the military expert explained what consequences await us if the law on pay-off from military service is adopted: “For me, as a citizen of Ukraine, there is no and cannot be any discussion here. Any philosophy regarding paying off military service will ultimately lead to another disaster.”.
