A quick return of the mandate as early as Friday is the most discussed option in the BSP, after the Socialists failed and did not receive support from the other parties to form a government.
Initially, the Reds discussed delaying the return of the mandate until September 10-15 to give parliament time to pass the budget update, but they failed to do that either. After yesterday, however, most parties jumped rudely against the request of Cornelia Ninova to shorten the deadline for the proposals before the second reading and so that it was withdrawn both in committee and in the plenary hall (see below)the socialists saw no point in delaying any longer.
The final decision will be taken by the National Council of the party, which will meet at “Positano” 20 today. All options will be discussed there.

Today, the deputies will vote on the date for the presidential elections. ITN proposes that they be on November 14 with a possible runoff on November 21. Around this date, the so-called parties from the protest – ITN, “Get up BG! We are coming!” and “Democratic Bulgaria”, said the head of the parliament Iva Miteva, although the DB and IBGNI did not give a definitive answer until the end of which date they stand behind. The leaders of the political forces have finally agreed on this at a presidential council, after thinking about it for a week.
However, GERB and BSP want the first round of voting for the head of state to be on November 7.
If the first round is on November 14, the constitution may be violated, warned socialist Georgi Svilenski. He explained that it is not clear whether the election should be scheduled up to 60 days before the day of the second round or before the CEC announces the final results, which usually happens a day or two after the end of the election day. “If they are on the 14th – it is not known whether we will not enter into a collision for this constitutional term”, said Svilenski.
Miteva said that it was impossible for the elections to be held on November 7, because Radev had no way to dissolve the National Assembly on September 7 and have the budget adopted. According to her, the solution

These topics ignited a heated 2-hour debate in Parliament.
And the topic was actually a proposal by BSP chairperson Cornelia Ninova for the deputies to hurry up with the adoption of the budget, so that on Tuesday next week it will go to the second reading.
“This parliament is mostly full of hypocrites. Today it is the BSP’s turn. What they propose in the form of concern is to quickly adopt the budget – it is a question of shortening the National Assembly by 5 to 7 days”, said the chairman of the ITN parliamentary group Toshko Yordanov. He asked that the parliament continue to work next week, in order to finally vote on the law on the Office of Protection to the Prosecutor General (see page 5)the new law on NSO and the closure of specialized justice.
Maya Manolova from IBGNI supported Yordanov. “You are dooming the judicial reform. IBGNI will not be a fig leaf,” she declared to Ninova. The head of the budget committee Lyubomir Karimanski felt like a “plenary of the BKP”.
Support for the idea of BSP unexpectedly came only from GERB. “The update was brought by Mr. Radev to delay the time because he does not want a 2-in-1 election. He can schedule the parliamentary elections in December. However, will there be time for the parliament to adopt the new budget for 2022? If there are calls, they will be from there somewhere. Who benefits from a 2 in 1 and who doesn’t? No fig leaves. This work is very shameful, isn’t it,” said Toma Bykov from GERB.
“Let’s go to the elections, but keep in mind that some will suffer a lot. Mr. Petkov will throw a party and you will fight a lot again. I can see that this topic is very unpleasant for some. It is very pleasant for us”, said Bikov. “I understand that you want to be Mrs. Ninova’s fig leaf,” Maria Capon from IBGNI addressed him.
“Mr. Ivanov, don’t worry about John Travolta, he’s in Hollywood,” ITN Deputy Chairman Philip Stanev addressed DB Chairman Hristo Ivanov, referring to Kiril Petkov’s intention to create a party. “Here it is “Leaffall” and the leaves are falling. And it became a series. Here you come together, then you separate. You put us in the middle and we watch. One day this way, the next day that way”, Toma Bykov intervened again, criticizing the bitter dispute between the parliamentary forces.
