Every year violence, insecurity and economic pressures force tens of thousands of migrants from El Salvador, Guatemala and Honduras to seek better livelihoods and opportunities outside their countries of origin. Although some migrants may be eligible for humanitarian protection under the limited asylum and refugee systems in the region, most cannot access existing regular migration channels. For this reason, the expansion of temporary work programs can be an important mechanism to convert some irregular migration flows into regular ones.

While the expansion of US temporary employment programs, such as temporary H-2 visas, is critical to establishing regional alternatives to irregular migration and filling domestic labor shortages, it is insufficient without the simultaneous expansion of similar programs. in Canada, Mexico and Costa Rica.

As part of a project of the Migration Policy Institute, Building a Regional Migration Systemthis webcast presents the results of a report on temporary employment routes for Central American migrants in Canada, Mexico and Costa Rica. The speakers offer an analysis of the Temporary Work Program for Foreigners in Canada, the Border Worker Visa in Mexico and the Binational Agreement between Costa Rica and Nicaragua, offering recommendations to improve these routes and promote safe, orderly and regular migration.
