Expansion of Essential Plan to Benefit 100,000 More New Yorkers: Approval of State Innovation Waiver Brings Significant Health Care Savings

More than one million low-income New Yorkers count on the Essential Plan to receive comprehensive health benefits, free preventive care, adult vision care, and no-cost or very low-cost dental care.

Now that plan will be expanded to benefit at least 100,000 more New Yorkers, thanks to the Department of Health and Human Services and the Department of the Treasury approving New York’s Section 1332 State Innovation Waiver application, allowing it to be expanded to state residents with income up to 250% of the Federal Poverty Line (FPL) or $37,650 annual income for an individual. Today, eligibility is limited to New Yorkers with income above Medicaid levels and up to 200% of the FPL or approximately $30,000 of annual income for an individual. The exemption was approved for five years, from 2024 to 2028, Governor Kathy Hochul reported this Tuesday.

“Federal approval to expand the Essential Plan is an important step toward building a better health care system across the state,” the governor said. “This waiver extends our Essential Plan to an additional 100,000 New Yorkers and saves them thousands of dollars each year, strengthening our commitment to ensuring New Yorkers have access to quality insurance.”

This coverage expansion is estimated to save New Yorkers an average of $4,700 per year, compared to what they would have spent on health coverage through Qualified Health Plans.

State Senator Gustavo Rivera said federal approval of State Innovation Waiver 1332 will help the state address critical health care needs.

“I am encouraged that this will include an expansion of the Essential Plan for New York Dreamers that will ensure that more New Yorkers can qualify for and access affordable health care coverage,” the legislator said.

Health Plan Marketplace

New York opened its health plan Marketplace, NY State of Health, in October 2013. NY State of Health, a division of the New York State Department of Health, is the only place where consumers can qualify for help with pay for coverage through premium discounts or tax credits. Eligible New Yorkers can also enroll in Medicaid, Child Health Plus, and Essential Plan through the Marketplace each year.
