Expanding Japan’s Railway Network: Toranomon Hills Station and Anti-Congestion Construction Approach

Japan continues to expand the coverage of the railway network in his country. One of the newest stations built by Japan is Toranomon Hills Station. Interestingly, the station, which was built underground on the Japanese national road, does not cause traffic jams around the location.

In the MRT Jakarta fellowship program from 11-18 November 2023, detikcom had the opportunity to visit Toranomon Hills Station in Minato, Japan which was built right under the ground of Sakurada-dori Avenue (national route 1). In other words, the station was built right under the ground at a busy road intersection that is frequently used by motorized vehicles.

Toranomon Hills Station is located between Kasumigaseki Station and Kamiyacho Station and is on the Tokyo Metro Hibiya subway line. This is the 180th station built on all Tokyo Metro lines.

“Toranomon Hills Station opened 56 years after the opening of the Tokyo Metro Hibiya subway line,” said Toranomon Hills Station Construction Project Manager, A Hase during his visit.

Construction and design work on the station was carried out by a semi-government organization under the Japanese Ministry of Defense, Infrastructure, Transport and Tourism (MLITT), Urban Renaissance (UR) Agency. Construction work has been carried out since 2016.

Currently, Toranomon Station, which is connected to the two multifunctional buildings, has started operating, although construction work is not yet 100 percent complete. The two buildings are Toranomon hills block A-2 and Toranomon Hills Station Tower which were built before the existence of Toranomon Station.

Inside the multi-purpose building there are retail areas, offices and a hospital. In fact, the station can only be accessed through the entrance of these buildings.

“This station improves the function of the transportation center and connections to the reorganized buildings,” he explained.

“The station entrance and exit are connected to the building,” he continued.

What’s interesting about building a new station in Tokyo is that the process doesn’t cause traffic jams. From above, it can be seen that motorized vehicles still pass freely on the national road. Even so, construction equipment remains on the pedestrian path so that a protected pedestrian path is prepared next to the main road.

“There will be no diversion of the (highway) route due to the construction of this underground station,” explained Hase.

Train Routes Remain Normal During Construction

Hase also explained that while construction was taking place, the train route would continue to run normally and would not disrupt services. Hase said that construction work was carried out 3 days per day to minimize service disruption.

“Construction is only carried out for 3 hours per day at midnight so there is no disruption to (railway) services during the construction phase,” he explained.

The construction of this station is targeted to be completely completed in 2027. This station consists of two floors, namely the platform area and subway lines as well as the concourse area.

The station is attached and connects the two buildings. Apart from that, connectivity is also built through the presence of plazas on national roads. This plaza is an open area for the public which is planted with lots of trees.
