Expanding Capacity of TAL Pipeline to Make Czech Republic Independent of Russian Oil

The state-owned company Mero has started design work to expand the capacity of the European TAL pipeline. The company announced that it has selected some suppliers and technologies so far. The project for 1.6 billion crowns is supposed to increase the capacity for the Czech Republic by four million tons of oil per year from 2025, so it will be possible to deliver up to eight million tons per year to the country via pipeline. This should make the Czech Republic independent of Russian oil.

Oil flows through the TAL pipeline from Trieste in Italy to Ingolstadt in Bavaria, from where it continues to the Czech Republic via the IKL pipeline. Another part of the Czech oil is now pumped from Russia via the Druzhba pipeline.

The expansion of the pipeline, which the company says will become one of the most powerful in Europe after the upgrade, according to earlier reports, will consist of intensification of the flow of oil in the pipeline. The work will thus include the strengthening of pumps and other technical equipment, which is supposed to speed up the flow of oil. It will take place in Italy, Austria, Germany and the Czech Republic. All costs will be covered by Mero.

“At the moment, we have completed the selection of technological components that we will install in individual parts of the pipeline. These are state-of-the-art pumps and pumps whose performance is comparable to electric locomotives. We are finalizing the selection of the supplier for the flow meters and have started the design preparation of complete pipeline modifications and construction activities,” said Mera’s operational and technical director Zdeněk Dundr.

Last year, oil flowed through the Mero pipelines mainly from Russia. In the following years, it will be replaced by the one from Italy

Last year, the state-controlled oil pipeline operator Mero’s profit rose by almost ten percent to 788.3 million crowns. The company’s sales increased by 12 percent to 2.25 billion crowns. This follows from the information published on the company’s website. The company is the owner and operator of the Czech part of the Družba pipeline, the IKL pipeline, and at the same time the only transporter of crude oil to the Czech Republic.

Goodbye Russian oil

According to him, the company is also preparing major technical changes in the Central oil tank in Nelahozevs. “We have to prepare our infrastructure for much more massive flows of new batches of oil, we are assessing storage capacities, and there will also be new procedures for mixing oil and transferring it to refineries,” said Dundr.

In 2022, 7.4 million tons of oil flowed into refineries in the Czech Republic, of which 56 percent came from Russia. Another part of oil supplies to the Czech Republic is provided by the IKL pipeline from Germany, which connects to the TAL pipeline. It is possible to transport up to 11 million tons of oil per year through the IKL, but such use does not currently allow the utilization of the current capacities of the TAL pipeline.

The TAL pipeline starts in Trieste, Italy, where oil is imported from a number of countries and continents. The largest share is made up of supplies from the areas around the Caspian and Black Seas, the USA and Africa. Since 2012, Mero has owned a five percent stake in the TAL pipeline.

Server iRozhlas.cz in recent days, he stated that Mero terminated the oil transportation contract with Orlen Unipetrol. Deliveries are currently continuing, as the contract has a one-year notice period. During it, the companies want to conclude a new agreement. Neither party commented on the information.

The sole owner of Mero is the state through the Ministry of Finance. The company is the owner and operator of the Czech part of the Družba pipeline and the IKL pipeline. Both pipelines enter the Central oil tank near Nelahozevsi, where the company has built 17 oil tanks with a storage capacity of almost 1.7 million cubic meters.
