In the sense of revitalizing the directorate of archives and legal deposit, the Ministry of Territorial Administration, Decentralization and Territorial Development initiated a training workshop dedicated to the executives of the said ministry. The work, which takes place from April 24 to 26 in Tsévié in the Zio, aims to equip them with good practices for better management of the archives sub-sector in Togo.
The capacity building session on archive management which brings together, in the Zio 1 commune in Tsévié, administrative officials at central or local level, is in line with the orientations of phase 4 of the Decentralization and Good Governance (ProDeG IV). The Deutsche Gesellschaft für Internationale Zusmmenarbeit (GIZ) is the partner in the implementation of this program in Togo, as part of the revitalization of the archives and legal deposit department. The work schedule, which will last three days, includes several modules to help participants master the notions of good archive management, the methods and practices that flow from it.
Generically, archives are defined as ” all documents, including data, regardless of their date, place of storage, form and medium, produced or received by any natural or legal person and by any public or private service or body, in the exercise of their activity “. Indeed, one can easily understand, for example, the uncomfortable situation in which any person can find themselves, when one of their official documents such as the birth certificate, the identity card or the payslip is not found or in a faulty state.
According to the director of cabinet of the ministry in charge of Territorial Administration and Decentralization, Mr. Robert Bakaï, this situation in the workplaces gives the image of an insalubrity which repels the visitor. As for employees, it is a waste of time for them when looking for information to make a decision or carry out an action, as well as a source of illness. ” Aware that mastering new archive management rules could improve the situation, GIZ intends to support this training program in order to remedy these shortcomings. “, he argued. He said that this is the first step in a series of workshops that will be conducted in the regional capitals for the benefit of prefects, mayors and their general secretaries.
The representative of GIZ, Mr. Ba Nabine Sangbana, noted the interest that archives represent for a country, before observing that “ it is through records that governments can be accountable and demonstrate their ability to promote good (public) management ».
In the same context, the prefect of Zio, Mr. Kadévi Kodjo Etsè, agreed that the archiving process ” aims to guarantee the long-term accessibility of the documents that one wishes to keep for several reasons and therefore, that it is an essential and obligatory step for the public administration and the private companies ».
It should be noted that the process of revitalizing the archives and legal deposit department induces the dematerialization, digitization of information, documentation and capacity building for managers and staff of the Ministry of Territorial Administration. It is part of the strategic roadmap for government action 2020-2025.
