Deputies voted fund to help Ukraine

As early as the opening of Friday’s session, GERB MP Delyan Dobrev demanded that the budget be returned to the relevant committee in order to be reshaped because of the war and its impact on energy supplies.
Hours later, parliament announced the first wartime amendment to the budget. At the suggestion of the head of the Budget Committee, Lubomir Karimanski, the deputies created a new article that gives the right to cut spending on ministries in order to provide humanitarian aid to Ukraine.
Were it not for the objections of the opposition, which asked the parliament to approve such expenses, and not the cabinet, the text could have had a ceiling of BGN 50 million for this purpose, but it was dropped. At the insistence of GERB MP Kostadin Angelov, the money will be allocated by a decision of the National Assembly.

The total subsidy of the municipalities is BGN 4.8 billion. BGN 291 million have been allocated for capital expenditures. However, the mayors will report to the Minister of Finance Asen Vassilev according to a methodology he will determine, the parliament decided.
A dispute broke out in the hall over the money for public transport in the capital. Rosen Zhelyazkov from GERB requested an increase in the budget by BGN 15 million to BGN 178 million. The proposal was not accepted.
After more than 50 hours of debates, numerous procedural tricks, interruptions, statements on the merits, short and long breaks, the state still did not have a budget until 20.30 last night.
On the night before Friday, due to lack of quorum, the remaining deputies in the hall discussed the texts of the bill, but without voting for them. The idea was to proceed directly to their vote on Friday. But the opposition, represented by GERB, MRF and Vazrazhdane, conducted more than 120 procedures in the manner of conducting the session and only 4 statements on the merits.
In order to save time, at the suggestion of Filip Popov from the BSP, the parliament decided not to control on Friday, and the session to continue until the final adoption of the budget.

Once again, the rift was the proposal of the BSP MP Rumen Gechev for the deputies to freeze their salaries, and the money saved from this to be redirected to people with disabilities.
