Evasion, capital flight starts again: new shoulder pads in Egypt, Albania and Morocco

Capitals that go and capitals that come back. The transport of currency accompanying passengers across the border, both outbound and inbound from the Bel Paese, does not stop even with Covid. Even in the black year of the pandemic characterized by a very strong contraction of international travelers who used air transport, the violations in currency matters intercepted by the Customs and Monopolies agency recorded a decrease in less negative violations compared to the periods that have preceded Covid. With the pressure of the pandemic reduced, capital flight regained momentum. In the first half of 2021, the control activities coordinated by the Customs and Monopolies agency, led by Marcello Minenna, made it possible to intercept 3,971 currency declarations at customs, equal to 48% more than in 2020, for an equivalent value in euros of over 523 million euros. Given, the latter, which if compared to the year of the pandemic, actually translates into a plus 50% in the first six months of the year.

The ascertained violations

In terms of border violations ascertained by customs officers, from 1 January to 30 June 2021, Customs intercepted 2,487 persons illegally transporting currency worth over 37 million euros. Of these violations, 667 were registered as incoming for more than 25.3 million euros and the remaining 1,820, on the contrary, were ready to illegally transfer capital of over 12 million euros from Italy. At least two million a month. Once intercepted at the border, the new spalloni have no choice but to define with immediate oblation, where the law allows. In this case of the 2,487 subjects pinched in six months immediately defined the violation with the administration in 2,367. The remaining 120 subjects, on the other hand, had to witness the seizure of illegally transported currencies.

The new routes of capital on the run

A change in the flight routes of capital abroad also emerges from the Customs control operations. Once they were the tax havens of the old continent which, thanks above all to banking secrecy, attracted currency from the Bel Paese. Now the undeclared flows at customs and out of Italy indicate Egypt, Albania, Morocco and Tunisia as the main destinations for amounts exceeding 500 thousand euros and not reported at the border. According to Customs technicians, the most used means of transporting currency abroad are machines in 52% of cases, by sea (26%) and then by air in 17% of cases.

The return currency

The return routes of the capitals, on the other hand, follow the old roads. For example, from Switzerland the undeclared currency exceeding 500 thousand euros was equal to 4.4 million euros. Almost 700,000 euros were instead intercepted from Germany, just over 618,000 from Russia and 607,000 from Albania. Greece and Austria close respectively with 546 thousand and almost 498 thousand euros not declared at the border.
