European Union Proposal to Ban Sale of Individual Gas Power Plants: Romanian Government Delays Decision on Apartment Centrals

The European Union proposes to stop the sale of individual gas power plants in the member states of the organization starting from January 1, 2029. The Ecodesign project is to be discussed during a consultation forum of the European Commission. However, the Romanian Government has postponed taking a decision regarding the banning of apartment centrals in the case of new buildings.

The project was promoted by the former environment minister, Tanczos Barna, and is in the approval stage. Mircea Fechet, the current Minister of the Environment, explained that this subject must be further analyzed. Fechet also added that the problem of power plants is no longer an interest for the Ministry of the Environment. In addition, the liberal asked those who heat with wood to switch to gas heating in order to reduce the pressure on the forest fund.

When the apartment centrals will disappear

“There is a definite need to finance the energy efficiency of homes and, up to apartment plants, I would be talking about 3.5 million households that still heat with firewood, some of which have access to the natural gas network and which could put less pressure on the forest fund in the future, if they switch from wood heating to gas heating, which is less polluting”, said Mircea Fechet a month ago.

The minister implied that the apartment centers will disappear from Romania in the coming years. Fechet pointed out that certain local authorities have already banned the installation of their own power plants in apartments. “Undoubtedly, the terminal plants in the blocks pollute locally. These thermal power plants, in the absence of an exhaust system up to the roof of the building, do nothing but put noxes in the neighbors’ apartment”, said Fechet.

Cluj-Napoca City Council adopted, in January of last year, the project that prohibits individual gas plants for heating or hot water in new buildings with more than six apartments. The buildings will be connected to the central heating/hot water system or to heating/hot water installations of a scale, block or block. This decision only applies to new buildings in the city and does not apply to old buildings.
