The European Union’s foreign policy official, Josep Borrell, said on Friday that “all indications seem to indicate” that Russia was behind the destruction of the Kakhovka Dam, which Moscow and Kiev are exchanging accusations of targeting.
He added to Spanish public television: “The dam was not bombed. It was destroyed by explosives that were set up in the areas where the turbines are located. This area is under Russian control.”
He continued, “I was not in the place to find out who did it. But all indications are that if it happened in an area under Russian control, it would be difficult for another party” to be responsible for it.
“In any case, the consequences for Ukraine are terrible, from all points of view: from a humanitarian point of view for the displaced, and from an environmental point of view, because the destruction of (the dam) will lead to an environmental catastrophe,” said Josep Borrell.
Moscow and Kiev exchanged accusations about responsibility for the destruction of this dam on the Dnipro River, on Tuesday.
On Thursday, Russia confirmed before the International Court of Justice that Kiev had destroyed the dam with “intensive” artillery shelling.
For its part, Kiev accused it of blowing up the dam to block the way for the Ukrainian attack in the south towards the Crimea peninsula.
The destruction of the Russian-controlled dam in occupied southern Ukraine caused massive floods and deaths and injuries.
