This is the first time in the history of the European Union that foreign ministers have met outside the EU?

Yes, it is.

Ministers of the EU and 27 member states held a meeting yesterday local time.

“The EU’s joint meeting with Ukraine in Kiev should be understood as a clear commitment to Ukraine,” said Josep Borrell, the EU’s high representative for foreign affairs and security.

He emphasized that “EU foreign ministers have sent a strong message of support for Ukraine.”

High Representative Borrell proposed a support package for Ukraine worth up to 5 billion euros (approximately 7.2 trillion won in Korean currency) next year, and said he expected a related agreement to be reached within the EU within the year.

In a statement released on the occasion of the EU Foreign Ministers’ Meeting, President Zelensky also made specific requests, saying, “Victory directly depends on our cooperation.”

First, he called for expanding sanctions against Iran, which provides attack drones to Russia as well as Russia.

He also requested that procedures be expedited to allow frozen Russian assets to be used for Ukraine’s post-war recovery.

The need for continued defense support was also emphasized, including an appeal for air defense support to prevent Russian air attacks on energy facilities ahead of winter.

Ukrainian Foreign Minister Dmytro Kuleba, who took part in the talks, said Russia is pouring enormous resources into creating divisions among Ukraine’s allies and that “we must not play to them.”

Foreign ministers from each country who attended the meeting emphasized their will to unite against Russia’s invasion.

The fatigue in Western society over the long war is being felt, as the U.S. Congress recently passed a temporary budget bill excluding support for Ukraine.

This meeting is analyzed to be aimed at relieving such fatigue.
