European Peace Facility (EPF) Expanded for Military Equipment Purchases for Ukraine: Overview of Member States’ Agreement and Contributions

The representatives of the member states have agreed to expand the so-called European Peace Facility (EPF), which is intended for refinancing joint purchases of military equipment intended for Ukraine.

Member States debated for months how the enlarged fund should work.

Germany, the biggest contributor to the EU budget, has insisted that its contribution to the EPF should be at least partially offset by bilateral aid from Berlin to Ukraine.

Germany supported the deal when it received assurances that it would be taken into account.

France, meanwhile, wanted to ensure that the funds from the fund were used to purchase armaments in the EU. According to the agreement reached, EPF will give preference to EU products whenever possible.

However, in cases where analogues produced in the EU are not available, it will also be allowed to purchase products from third countries.
