European Parliament Calls for Uniform Standards and Legislation on Hand Luggage Size and Price

The European Parliament at its plenary meeting in Strasbourg adopted a resolution in which MPs called for the adoption of EU legislation setting uniform standards for the size and price of hand luggage, which would be mandatory for airlines.

In a resolution adopted by a show of hands, members of the European Parliament drew attention, first of all, to the inconvenience caused by inconsistent rules for the carriage of hand luggage by airlines, and called for a review of EU legislation on the rights of air passengers.

Different airline policies regarding baggage allowance will result in hidden fees and make price comparisons difficult. When passengers fly on different airlines or have to change their plans, conflicting rules cause confusion. It was also emphasized that the European Commission must fully implement the relevant decision of the EU Court of Justice when reviewing the current EU aviation legislation.

The EU Court of Justice previously ruled that airlines cannot charge extra for carry-on baggage “provided that such carry-on baggage meets reasonable requirements in terms of weight and dimensions and complies with applicable security requirements.”

According to the resolution, new legislation should also address other hidden costs, such as seat allocation fees.
