European Parliament Approves Green Homes Directive: Impact on Italy and Costs Revealed

By 14 March the plenary session of the European Parliament will approve the green homes directive – the Energy performance of buildings directive (EPBD) – which, after a final passage in the Council, will go to the Official Journal. An expected and almost expected white smoke after the long negotiations, from the negotiating position of the European Parliament to the trilogue of the community institutions, which led to a text with much more nuanced outlines as regards the obligations for property owners. Each country will have to decide how to ensure the redevelopment of less efficient homes, in Italy the spotlight is on 5 million buildings. But it is above all the things that are scary figures of this green madness: from 20 to 55 thousand euros per family.

As highlighted by Sun 24 Hours, the latest version of the green homes directive sets softer terms compared to the initial idea of ​​indicating a minimum level of energy efficiency to be respected for all buildings. Brussels only sets the general objectives, while it will be up to the member states to define how the targets will be achieved. According to the provisions of article 9, Rome will have to reduce the average energy consumption of its residential stock, starting from 2020 and until 2050, when the housing stock will have to be zero emissions. By 2030 the reduction must be 16 percent, and by 2035 20-22 percent.

The green homes directive underlines that improving the general energy efficiency of buildings cannot be achieved by considering exclusively the performance of new buildings. Italy and other countries will have to certify that at least 55 percent of the reduction in primary energy consumption is achieved through the renovation of the “most energy-intensive buildings” (properties in energy class F and G). Out of a total of 12 million residential buildings, Italy will be called upon to intervene on approximately 5 million properties (each of which consists of one or more units).

There is no shortage of critical issues. The economic newspaper points out that only part of the homes have an energy report card, without forgetting that many buildings will remain excluded. Depending on the governments’ assessments, properties subject to specific or area restrictions, religious buildings, temporary buildings, buildings intended for agriculture, second homes used for less than four months a year, buildings autonomous with a surface area of ​​less than 50 square meters and also the buildings of the armed forces and for defense purposes. As regards the recommended interventions, the main indication concerns the insulation of roofs and walls by far prevailing (65.1 percent), followed by the replacement of windows (14.5 percent) and interventions on the heating systems. heating (11.8 percent).

Chapter costs. The main modification of the green homes directive concerns overcoming the rigidity of the classification of the real estate stock: “According to the new text, the energy efficiency of buildings will no longer be based on the current classification contained in the energy certifications but on average consumption reduction objectives , which will affect different shares of the stock in relation to the real estate peculiarities of each country”, the analysis of Francesca Zirnstein, general manager of Scenari Immobiliari. The elimination of energy classes allows planning and sizing of objectives based on the characteristics of the real estate stock of the most easily reachable countries and the figures are worthy of note: “By applying unit costs of energy requalification, differentiated by real estate type, physical characteristics and due to the desire for a class leap, we estimate a total investment between 1,100 billion euros (based on the concept of harmonization) and 1,750 billion (total assets in the current classification). The residential part ranges from 550 to one thousand billion. All to be achieved in ten years. It’s a lot but it’s not an impossible goal if we consider ANCE’s numbers for investments in extraordinary maintenance (190 billion in 2023)”. In other words, to achieve the 2033 objectives of the green fury, families will have to shell out between 20 and 55 thousand euros.
