The lifting of such restrictions was a consequence of the decision of the European Court, which abandoned the ban imposed by the Council of the EU on citizens of the aggressor country or persons with dual citizenship to operate aircraft in Europe.
Also, these restrictions were part of a broader definition of sanctions, with a ban on Russian aircraft.
Due to the decision of the European Court, flight tests and inspection flights are again allowed for persons with a Russian passport and people with dual citizenship.
As Yle notes, at the same time, the ruling of the European Court prohibits Russian citizens studying at a European aviation school from further flying an aircraft that is under Russian control or ownership. In addition, such persons should not fly to the Russian Federation in the future.
“A citizen of the Russian Federation must prove in writing that he intends to comply with these conditions. If there is no other evidence, the future pilot must sign a document confirming compliance with these requirements,” the publication says.
