European Court in Luxembourg Refuses to Exclude Roman Abramovich from EU Sanctions Lists

The European Court in Luxembourg refused to exclude Russian billionaire Roman Abramovich from EU sanctions lists. He retained his ban on entry into the European Union, despite his Portuguese citizenship. About it it says on the court’s website.

Abramovich came under sanctions in March 2022. The European Union then stated that the businessman “has long-standing and close ties with Vladimir Putin,” “had privileged access to the president and maintained very good relations with him,” which, in turn, allowed him to maintain his fortune and benefit from the Russian government.

In addition, officials pointed to the important role of the metallurgical holding Evraz in the Russian economy. The court’s decision said the decision to impose sanctions was not erroneous because of Abramovich’s role in the company – he is its largest shareholder.

The court did not consider Abramovich’s entry ban into the EU, despite his Portuguese citizenship, to be a violation of Abramovich’s rights. It follows from the decision that this restriction seemed proportionate to the court.

Abramovich is one of the richest Russian businessmen. Forbes estimates his family’s wealth at $9.2 billion. In addition to the European Union, the UK, Canada, Switzerland, Australia and Ukraine imposed sanctions against it. However, he was not included in the lists of the USA and Japan.

The court in Luxembourg is the highest authority in the EU; its decisions cannot be appealed.
