The head of European diplomacy, Josep Borrell, assured that with the proposal “we want to say loud and strong (…) our will to write a new page of progress in the history of our relations.”

The document defends a strengthened and modernized strategic association between the EU and the CELAC countries through renewed political commitments and the promotion of trade and investment.
