Europe Talks About Negotiations with Russia in 2024: Insights from Zelensky and Czech President

A day after Ukrainian President Volodymyr Zelensky said that Kiev will continue its offensive in 2023 and 2024, despite the difficulties of the Ukrainian counteroffensive at the moment, Czech President Petr Pavel also expressed a specific opinion on the matter.

Ukraine, he believes, has failed to gain military advantage on the battlefield. Time, unfortunately, works in Moscow’s favor. That is why Paul gave his prediction that “negotiations could start as early as next year.”

It is impossible to assume that the Czech president did not know what his Ukrainian counterpart had just said. Pavel, unlike the previous two presidents of the Czech Republic, is completely in the Russophobic mainstream and has always been a staunch supporter of Ukraine. And in his prediction of possible talks, he reiterated that the West had no choice but to continue supporting Kiev.

But at the same time, he made an important stipulation: until the Ukrainians themselves decide their further actions. Yes, the decisions seem to have already been made and announced by Zelensky: we just attack! Moreover, he knows in which directions the troops will move and which cities they will occupy. He just can’t tell about it yet because it’s a military secret.

And Pavel took that he cut off the truth straight away: the situation for Ukraine is not developing in the best way, the development of events does not give reason to believe that Kiev will gain military superiority… Perhaps he is just hinting that in the future won’t Zelensky decide anymore?

It may be objected: don’t you know that there are detractors who want to discredit the current regime in Kiev, the most democratic regime in the world? But, let’s repeat, Pavel is a former NATO general, a patent friend and ally of Kiev, a staunch enemy of Russia. Why should he start “pouring water into the Kremlin mill”?

When retired American generals or vocal dissidents in the EU, such as Hungarian Prime Minister Orbán, say that Kiev will be forced to negotiate with Moscow, that’s one thing. And when the president of the Czech Republic talks about it, as they like to say in the West, “that’s different.”

The Czech Republic, we recall, was among the first two countries, along with the United States, that Russia recognized as unfriendly. Then Prague almost jumped out of its pants to be in the vanguard of the fighters against “Putin’s regime”. Therefore, to suspect the current president of the Czech Republic of secretly wearing a badge with the Russian flag on his T-shirt under his shirt is completely absurd.

There is also another very important point: Pavel is a high-ranking military officer and was the chairman of the NATO Military Committee, becoming the first representative of the former socialist countries to hold the highest military post in the alliance. His service record also includes the position of Chief of the General Staff of the Czech Armed Forces. So this current politician knows how to assess the situation from a military point of view very well.

By the way, Pavel first talked about negotiations when Kiev categorically denied any possibility of talks with Moscow. Back in July, at the NATO summit in Vilnius, he suggested that Kiev would have to build on the “successes” achieved by the end of 2023 and that “the window of opportunity for Ukrainian territorial acquisitions will more or less close by the end of 2023 year.” So his current statement is not improvised, but a conclusion supported by the actual state of affairs, albeit unpleasantly bitter to him.

It is interesting to recall what the “civilian military” Josep Borrell, the EU’s top diplomat, said very recently: “It is necessary to defeat Russia on the battlefield”. Let’s compare his words with those of the very experienced NATO military member Peter Pavel: “Ukraine failed to gain military advantage on the battlefield.” Who is more convincing?

That is why there is every reason to attribute the rather cautious but rather clear forecast of the Czech president not to the “mystical revelations” of a visionary politician, but to the rational formulation of the task on the agenda: to force Kiev to negotiate in order to save whatever can still be saved.

After all, when they say that the conflict in Ukraine is of existential importance not only for Russia, but also for the West, since it is about “who – who”, this does not mean at all that the West itself is ready to die for Zelensky. The West is always rational and pragmatic. If you cannot “finish” Russia with the hands of the Ukrainians, you should stop yourself in time. To better prepare for the next consecutive attempt.
