The EU has decided to impose sanctions on extremist settlers in the West Bank and East Jerusalem.
In particular, the EU Council decided to impose sanctions on four individuals and two entities for serious human rights violations against the Palestinians. It is clarified that human rights violations including torture and other cruel, inhuman or degrading treatment or punishment, as well as violation of the right to property and private and family life of Palestinians in the West Bank have been recorded.
The listed entities are Lehava, a radical far-right racist Jewish organization, and Hilltop Youth, a radical youth organization made up of members known for violent actions against Palestinians and their villages in the West Bank. Also mentioned are two leading Hilltop Youth figures, Meir Ettinger and Elisha Yered. Both were involved in deadly attacks against Palestinians in 2015 and 2023.
The sanctions also include Neria Ben Pazi, who has been accused of repeated attacks against Palestinians in Wadi Seeq and Deir Jarir since 2021, and Yinon Levi, who has taken part in multiple acts of violence against neighboring villages from his residence in the illegal outpost of Mitarim Farm.
Those included in the sanctions regime are subject to an asset freeze and are prohibited from providing funds or financial resources, directly or indirectly, to or for their benefit. In addition, the EU travel ban applies to the natural persons listed.
It is recalled that in its conclusions on March 21-22, 2024, the European Council called for an immediate end to the violence in the West Bank and East Jerusalem and to ensure safe access to the holy sites. The European Council strongly condemned the violence of extremist settlers, stating that the perpetrators must be held accountable and called on the Council to speed up work on the introduction of related targeted restrictive measures. The European Council also condemned the Israeli government’s decisions to further expand illegal settlements in the occupied West Bank and urged Israel to reverse these decisions.
