The agreement covers more than two thirds of imports

European Union leaders have reached a compromise to impose a partial oil embargo on Russia. It covers only Russian oil imported by sea. There will be an exception for imports, which are negotiated by pipeline.

European Council President Charles Michel said on Twitter that the agreement covers more than two-thirds of Russia’s oil imports and cuts off “a huge source of funding for its military machine”.

The main obstacle to the sixth package of measures against Moscow was Hungarian Prime Minister Viktor Orban, who said he could only support the new sanctions if security of oil supplies to his country is guaranteed.

Bulgaria is also receiving a reprieve and will be able to buy Russian oil for another two years.

European leaders discuss Russian oil embargo

Before the 27 leaders agreed to restrict Russian oil imports, the Ukrainian president made a video address to them. He criticized the European Union for being too lenient in its policy towards Moscow and called on Europe to show its strength.

“Why do you depend on Russia and their pressure, and not the other way around? Russia must depend on you. Why can Russia still earn almost a billion euros a day by selling energy resources? Why do the banks of a terrorist country still work with Europe and the global financial system? Serious questions. And why are Russian propaganda channels still active in the European Union?
