Cyprus is blocking the adoption of sanctions.
“Although there is a clear will to adopt these sanctions, it has not been possible to do so today because the necessary consensus has not been reached,” said EU High Representative Joseph Borrell.
Cyprus is not opposed to sanctions against Belarus, but does not believe that it should add its voice to make them possible, Borrell said, adding that he understood the situation in Cyprus very well.
At the same time, he regretted that no agreement had been reached today on sanctions.
Borrell revealed that the question of whether the President of Belarus Alexander Lukashenko should be included in the “black list” is still being discussed.
Finnish Foreign Minister Pek Hawisto expressed his displeasure on Twitter, saying that Finland would support the adoption of sanctions by a qualified majority rather than unanimity.
At present, in the European Union, decisions concerning foreign policy and the application of sanctions are taken unanimously, which often means a long process, as individual countries can use the threat of vetoes to defend their interests.
Cyprus is blocking sanctions on Belarus because it wants sanctions on Turkey for natural gas exploration in the eastern Mediterranean.
