EU countries agree on resettlement of migrants with ‘forced solidarity’ – Poland and Hungary object

The EU countries reached an agreement on the resettlement of migrants – despite the fact that Poland and Hungary were against it, a qualified majority was enough.

The interior ministers of the member states of the European Union adopted on Thursday in Luxembourg a decision on the so-called forced solidarity. This concerns the resettlement of migrants arriving via the Mediterranean to Italy or Malta.

The agreement was supported by such countries as France, Germany and Italy.

Among other things, the agreement provides for “enforced solidarity”. Under the proposal from Sweden, which now chairs the EU Council, countries will have three options: they will be able to accept migrants, pay for those who are not accepted, or choose the so-called “operational assistance”.

This position will now be discussed with the European Parliament. The goal is for the migration package to enter into force at the beginning of the year.

It is estimated that around 30,000 migrants may enter the European Union each year. Poland will account for about 2,000 of them.

The “value” of one unaccepted refugee was agreed to be 20,000 euros. Therefore, it is not difficult to calculate that Poland’s refusal to accept migrants could cost up to 40 million euros.

Poland opposed the Swedish proposal because it believes that it will de facto be forced to accept migrants and will only have the choice between accepting them or paying the financial equivalent of 20,000 euros for each person not accepted.

Swedish Interior Minister Malmer Stenergaard admitted that she did not believe that an agreement could be reached. According to her, this is a historic agreement because so many countries were able to unite around it. She recalled that it was the “hard work” of many previous presidents, as well as the European Commission, which for three years sought this agreement.

For her part, Home Affairs Commissioner Ylva Johansson admitted that for several years the asylum and migration package had been blocked in the EU Council, it was “toxic”. Therefore, according to her, the EU has taken a big step. “A spirit of solidarity and trust reigns between us again,” she said.

Stenergaard stressed that “a very solid majority” voted for the agreement. Only two countries opposed.

As a reminder, the Constitutional Court of Lithuania on Wednesday declared unconstitutional a 2021 law that allows the authorities to detain migrants in detention centers – it was adopted against the backdrop of the migration crisis caused by Belarus.
